Civil Works/Estate Management
Terms of Reference (ToR)
The organogram and ToR shall be reviewed and updated as and when deemed necessary.
CWD shall consist of four Units as graphically represented above. The four Units shall be established for construction and monitoring of civil infrastructures and Estate Management of BPC in the regions and across the country, which are elaborated briefly below;
Civil Works Division (CWD)
As per the approved organogram of BPC, CWD is actually an independent Department proposed to be opened to oversee the entire construction of civil works and Estate Management of BPC across the country, however, to start with, BPC Management has decided to open a Division level and start functioning under EDCD. All the civil works presently being handled by various Departments will be centralize under the Division with all manpower and other logistics. The Division will be headed by Superintending Engineer (SE) and shall be responsible for the following jobs:
Functions, duties and responsibilities:
1.Overall planning of future civil infrastructure needs and development plans of BPC
2.Preparation/Review of Standard Technical Specifications for building works.
3.Standardized buildings design and any other civil structures.
4.Tendering and award of contracts of civil works.
5.Construction, Supervise, monitoring and quality control of works and Interpretation of drawings, rate analysis of extra/substituted works, etc.
The division shall also perform and be responsible for the following jobs:
1.Assess the present infrastructure under each ESDs/SMDs/TMDs/PSD/RED and work out the need to carry out infrastructure repair and maintenance works.
2.To carry out repair & maintenance of infrastructures of various departments of BPC
3.Work-out and fix the house rent for the officials/staff occupying BPC’s quarters (carpet area basis, permanent, semi-permanent buildings, etc.)
4.Record keeping and management of existing real estate property of BPC
Further, the Four Units as proposed are viz;
i.Thimphu at Head Office
One separate Unit i.e.“Tendering & Contract Unit” is proposed to be opened at the CWD head office to oversee and be responsible for tendering and contract works. The Division is expected to deal with substantial amount of civil tendering and contract works. Rest of the three field Civil Units will function and the physical office shall be housed within the premises of Regional Managers at above respective locations. The Unit Managers shall be under the administrative control of Regional Managers. The Unit Managers pay and allowances and any other payments admissible will be directly budgeted by Regional Managers and disbursed. Rest of the civil technical staff pay and allowances shall also be budgeted in the respective Divisions wherever the staff is posted. The Unit Managers will report to SE, CWD on technical matters. The Unit Managers PMS will be filled by RM and reviewed by SE/HoD. The Unit Managers will fill PMS of technical staff under him who are reporting to him on technical matters and shall be reviewed by respective Divisions wherever the staff is posted and under administrative control.
The Unit Managers shall be responsible for implementation, supervision and quality control of works within their regions. All the major tendering and award of works will be done by Division level. Any maintenance works of the civil infrastructures up to Nu.50, 000.00 only will be awarded at the Unit level observing all the codal formalities. The Regional Manager shall be the chairman of Tender committee. The Unit Managers shall be responsible for preparation of budget and estimates of works in consultation with the CWD. He shall send time to time progress reports and completion reports of works.
Delegation of power:
The delegation of power of SE/head of CWD shall be the (category-1) division for the time being.
