2 March, 2010 &#8211; The Bhutan Power corporation limited (BPCL) is planning to modify the tariff structure for industries so that they pay a higher charge for the unused electricity quota booked by them.</p>
<p>The tariff for industries is Nu 1.65 per unit, Nu 1.51 as the normal power charge and 0.14 cheltrums for the power booked by them, known as the energy demand charge.<span id="more-926"></span></p>
<p>“Companies pay 0.14 ch a unit for up to 75 percent of their power allocation, even if they don’t use the power, since it’s understood that factories should be using a minimum of 75 percent of their allocated power. This comes to around Nu 85,000 for every MW of unused power.</p>
<p>“Without increasing the tariff of 1.65, what we propose to do this year is to increase the energy demand charge 0.14 to 0.45 and decrease the normal power charge from 1.51 to 1.20,” said BPCL’s managing director, Dasho Bharat Tamang.</p>
<p>He said that this would ensure that companies not using their allocation would be paying more for the unused power and thus encourage them to give up their excess power to BPCL, which can then give it to industries on the waiting list.</p>
<p>According to Dasho Bharat Tamang, the problem right now is that many new industries are not able to come up due to a shortage of power; at the same time; many existing industries are underutilising their allocated amounts.</p>
<p>Of the current 243 MW allocated to 46 factories, only 53 percent was used in 2009. It was 62 percent for January 2010. There are 15 factories under construction, which have already been allocated an additional 67.5 MW, taking the total allocated power to 310 MW.</p>
<p>There is also an additional 50 MW demand from mainly small and medium industries that are currently on holdm since all power has been allocated, according to BPCL.</p>
<p>Power allocated to existing industries is based on a contract agreement, therefore used power cannot be sanctioned to other factories, but goes back to the Druk Green power corporation, which is exported to India.</p>
<p>“Companies like BFAL, BCCL, Penden cement, SD Eastern ferro silicon are drawing above 75 percent, but others like steel factories are underutilising,” said Sunil, senior manager of BPCL. “There are industries that had been sanctioned around 20 MW, but are currently using only 2 MW.”</p>
<p>“Around Nu 1.7 bn has been spent on infrastructure for providing power to the Pasakha industrial area and every year BPCL has to pay Nu 80 mn as loan repayment from 2008 to 2019, but this infrastructure is underutilised,” said Dasho Bharat Tamang. “The cost of this underutilised infrastructure is indirectly being borne by domestic users, as tariffs rates are decided based on the operating costs of BPCL.”</p>
<p>Dasho Bharat Tamang said that he would monitor the electricity usage of factories for three months and companies would be consulted to give up their unused sanctioned power voluntarily, but if they did not agree the new rates would have to be applied.</p>
<p>BCCI president Tobgay Wangchuk said, “BPCL should first consult with the stakeholders like industries on this before taking any decision since the energy demand charges are already quite high”. He said that BPCL should find out why industries are unable to use their full quota as factors like recession, volatile markets, equipment failure and plants under construction would be influencing low usage.</p>

<p align="justify">1. Bhutan Power Corporation has received funds to install All Dielectric Self Supporting (ADSS) optical fiber on power distribution infrastructure ( 33kV and below) from Ministry of Information and Communication under the Government of India funding. This is for extending optical fiber connectivity to the Dzongkhags and Gewogs.</p>

<p align="justify">2. Bhutan Power Corporation Limited (BPC) invites sealed bids from eligible Bhutanese/International firms for Supply, installation, testing and commissioning of ADSS optical fiber over BPC distribution infrastructure in all the districts of the country.<br />
The scope of work in brief covers the following:<br />
  a) Supply of ADSS optical fibers of required specification.<br />
  b) Live line(fully hot line) installation, testing and commissioning the 24 core, ADSS cables, armoured underground optical fibers and associated accessories on 33kV, 11kV, 415 V power distribution poles as required.<br />
  c) Supply and installation of outdoor type pole mounted Fiber Optic Distribution Panel along with associated items as required,<br />
  d) Supply of Spares, Testing and Maintenance equipment,<br />
  e) Supply of Tools and Plant for O&#038;M of the ADSS optical fibers.</p>
<p align="justify">3. The above said scope of the work is only indicative. Detailed scope has been described in the Bidding Documents which are available for sale in the office of the Manager, InfoComm Services Division, BPC, Thimphu.</p>
<p align="justify">4. Before submission of bids, bidders are required to make themselves fully conversant with the complete bid specifications and also visit the sites so that no ambiguity arises at a later date in this respect. A Pre-Bid Conference will be held at BPC Conference Hall, Thimphu on 31th March, 2010, at 1000 hrs to clarify the bidders on scope of work and other issues that may be raised.</p>
<p align="justify">5. Complete set of Bidding Documents may be purchased by the Bidders or their authorised  representatives on submission of a written application upon payment of non-refundable fee of Nu.20,000 (Ngultrum twenty thousand only) in the form of cash/ demand draft in favour of Chief Finance Officer, F&#038;AD, BPC, Thimphu payable at Bank of Bhutan, Thimphu on all working days from March 1, 2010 to March 30, 2010 between 0900 hours and 1700 hours. In case the bidding documents are requested to be sent by Post the BPC shall not be responsible for loss of document or delay in despatch through post. Further, the issuance of documents will not construe automatic qualification of the Bidders. </p>
<p align="justify">6. The Bidder is required to sign an Integrity Pact (IP) with BPC at the time of award of the Contract, failing which the award of work shall be cancelled and the earnest money will be forfeited.</p>
<p align="justify">7. Bids must be accompanied by Earnest Money/Bid Security of Nu. 2,000,000(two Million only) in the form of Bank Draft or Bank Guarantee in the prescribed proforma given in the Bidding Documents. </p>
<p align="justify">8. Sealed Bids, complete in all respects, shall be submitted to Manager, InfoComm Services Division, Bhutan Power Corporation Limited, Post Box No. 580, Thimphu on or before 1500 hours on 20th April, 2010. </p>
<p align="justify">9. BPC will not be responsible for any cost or expenses incurred by the Bidders in connection with the preparation or delivery of bids or attending the Pre-Bid Conference and/or clarification meetings. </p>
<p align="justify">10. BPC reserves the right to cancel/withdraw the invitation for Bids without assigning any reason and shall bear no liability whatsoever consequent upon such a decision.</p>

<p>A Five (5) days long ‘Data Center Ownership’ training is underway from February 19-23, 2010 for nine (9) IT and Electrical maintenance staffs of BPC at the Data Center Room, Basement of corporate building, Thimphu. The training is focused on the following topics:</p>

2.	Operation and Maintenance of entire data center electrical systems explaining the layout, diagrams and cable and pipe (fire, electrical, data, security) layouts, maintenance and functionality, various panel operations etc..<br />
3.	Operation and maintenance of Fire detection and Fire Suppression system, Access control and IP camera functionality, operation and maintenance</p>
<p>The Bhutan Power Corporation Ltd. has now completed the setup of all the passive components of Data Centre as per Tier III, TIA-942 Standards.</p>
<p>The overall work awarded to Ms. Bhutan International as joint venture with M/s. Wizertech Informatics (P) Ltd, Kolkata, India included the supply, delivery, installation, configuration and commissioning of a Data Centre (as per Tier III, TIA-942 Standards) as an integrated turnkey project services which included structural changes to the identified data centre space, provision of a reliable end to end redundant power equipment/solution, provision of sufficient cooling equipment/solution and installation of safety and security equipment in accordance with the guidelines and standards stated as per the Tier III, TIA – 942 Standard.</p>
<p>The BPC’s tier III data center is located in the basement of BPC corporate office, Thimphu and has a server room space of 595 sq. feet excluding the NOC (Network Operation and Control) room and the UPS/Electrical room. The data center will house Twenty (20) numbers of 800mm(W) x 1000mm(D) 42U Racks.</p>
<p>BPC will be using at the maximum eight (8) 42U racks for our Enterprise Resource Planning (ERP) system and other critical services viz. BPC web, mail and FTP services and will be leasing twelve (12) racks to the internal clients in Bhutan as per the necessary formalities.</p>
<p>The total cost of the completed project was 9.457 Million excluding the cost of the server racks, the IP based KVM switches and the 320 KVA silent generator that will be added in 2010 in the second phase of the data center project.</p>
