Brief Description of the Project:

The Solar Farm Expansion Project will support the Kingdom of Bhutan in enhancing its domestic energy security and climate resilience. The project aims to install at least 310 megawatts (MW) of new, utility-scale solar generation capacity and associated transmission facility for evacuation of the power. This will help reduce the country’s dependence on costly power imports, particularly addressing recurring electricity shortages during the dry season.

The Royal Government of Bhutan has requested financing from the Asian Development Bank (ADB) to help finance the project. This advance notice pertains specifically to the procurement of construction contracts for the BPC-owned transmission line for evacuation of power from solar farm at Wobthang and associated consulting opportunity.

Brief Description of Goods and Related Services, Works, or Consulting Services to be Procured:

Advance contracting is planned for one (1) construction contract of a 132kV transmission line  and one (1) consulting opportunity. The procurement will be conducted through Open Competitive Bidding (OCB) with international advertising.

Goods and Works

  • Supply, Construction, Testing & Commissioning of a 132kV transmission line from Wobthang Solar Project at Bumthang to Garpang

Consulting Services

  • Project Implementation Assistance Consultancy (PIAC) Services

It is expected that the procurement process for the transmission line will commence in March 2026. The procurement process for Project Implementation Assistance Consultancy (PIAC) is expected to commence in Q2 2026.

All procurement of goods and works will be undertaken in accordance with ADB’s Procurement Policy (2017, as amended from time to time) and Procurement Directive for ADB Borrowers (2026, as amended from time to time). The issuance of invitations to bid under advance contracting will be subject to ADB approval.
