Bhutan Power Corporation Limited (BPC) was formed as an offshoot of the erstwhile Department of Power, the then Ministry of Trade and Industry and was launched as Public Utility Company on 1st July 2002 with an objective that the corporatization of the utility functions would lead to greater efficiency and better delivery of electricity supply services in the power sector.
Later, the Ownership was transferred to Druk Holding and Investment Limited (DHI), the commercial arm of the Royal Government of Bhutan, established in 2007 upon issuance of Royal Charter in 2007 “to hold and manage the existing and future investments of the Royal Government for the long term benefit of the people of Bhutan”

Bhutan Power Corporation Limited (BPC) invites single-stage, two-envelope sealed bids from eligible contractors for the Supply, Reconductoring, Erection, Testing, and Commissioning of 23.5 km of the existing 220 kV single-circuit ACSR Zebra Semtokha – Jamjee transmission line with ACSR Zebra equivalent ACCC conductor, from Semtokha Substation to Jamjee Substation, Thimphu, Bhutan, as defined in the bidding documents (hereinafter referred to as ‘the Works).
(a) The scope of work, in brief, includes Engineering, Manufacture, supply, transportation to the site, insurance, storage, construction, Destringing, Reconductoring, testing, and commissioning of 220kV S/C Semtokha – Jamjee transmission line [estimated 23.5 km between the termination points (substation gantries) with 59 tension towers]. The scope of the work is only indicative. For details, please refer to the Bidding Documents.
(b) The project duration will be six (6) months, commencing from 1 April 2026 and completing by 30 September 2026 during low load demand at Thimphu. Any consequential damages thereafter shall be imposed as per the contract provisions.
(c) Prospective bidders must sign and submit the Integrity Pact provided in the Bidding Document.
(d) Sealed Bids complete in all respects, along with the duly signed Integrity Pact, may be submitted in the ariba system on or before 1400 hours on February 17, 2026. The bids shall be opened on the same day via Ariba E-Procurement system. The opening report shall be sent to all the Bidders for information on the same day of opening in Ariba system.
(e) Before the bid submission, bidders must become fully conversant with the complete bid specifications and the Project Sites. To this end, a site visit of all interested bidders is scheduled for February 2, 2026. Following the site visit, a pre-bid conference will be held on February 3, 2026 at Thimphu, Bhutan.
