Bhutan Power Corporation Limited (BPC) invites single-stage, two-envelope sealed bids from eligible bidders for the Supply, Construction, Testing & Commissioning of One No. 400kV D/C transmission line from Gamri II to Khorlochu Twin Moose (LILO one circuit of 1x400kV D/C Khorlochu to Durungri Line), One No. 220kV D/C transmission line from Tshephu to Gamri II (1x220kV D/C with ACSR Zebra) and One No. 220kV S/C transmission line from Gamri I to Gamri II (1x220kV S/C with ACSR Zebra), as defined in the bidding documents (hereinafter referred to as ‘the Works’).
a) The scope primarily involves the supply, construction, testing, and commissioning of specific transmission lines (TL) by Bhutan Power Corporation Limited. The specific transmission lines included are:
b) The project duration will be thirty-two (32) months from the commencement of works. Any consequential damages thereafter shall be imposed as per the contract provisions.
c) Prospective bidders must sign and submit the Integrity Pact provided in the Bidding Document.
d) Bidders interested in participating in the tender are required to register on the Ariba e-Procurement system for bidding purposes. Registration on the platform is mandatory to access the bidding documents and submit bids electronically. Detailed step-by-step instructions for registration are provided in the user
manual, which is available on the Bhutan Power Corporation (BPC) website under the Downloads section of the Customer Service tab. Interested bidders are advised to review the manual carefully and complete the registration process well in advance to avoid any technical issues during bid submission.
e) Bids complete in all respects, along with the duly signed Integrity Pact, shall be submitted in the ariba system on or before 1400 hours (Bhutan Standard Time) on June 4, 2026. The bids shall be opened on the same day via Ariba E- Procurement system. The opening report shall be sent to all the Bidders for information on the same day of opening in Ariba system.
f) Before the bid submission, bidders must become fully conversant with the complete bid specifications and the Project Sites. To this end, a site visit of all interested bidders is scheduled on May 8, 2026 at 09:00 am onwards (BST). Following the site visit, a pre-bid conference will be held on May 11, 2026 at 10:00 am (BST) onwards at BPC, Head Office, Thimphu, Bhutan.
