Bhutan Power Corporation Limited (BPC) was formed as an offshoot of the erstwhile Department of Power, the then Ministry of Trade and Industry and was launched as Public Utility Company on 1st July 2002 with an objective that the corporatization of the utility functions would lead to greater efficiency and better delivery of electricity supply services in the power sector.
Later, the Ownership was transferred to Druk Holding and Investment Limited (DHI), the commercial arm of the Royal Government of Bhutan, established in 2007 upon issuance of Royal Charter in 2007 “to hold and manage the existing and future investments of the Royal Government for the long term benefit of the people of Bhutan”
Bhutan Power Corporation Limited (BPC) invites single-stage, two-envelope sealed bids from eligible bidders for the Supply, Construction, Testing and Commissioning of Package I – Khorlochu to Durungri (1x400kV D/C ACSR twin Moose) & Package II – Durungri to Goling (1x400kV D/C ACSR twin Moose), as defined in the bidding documents (hereinafter referred to as ‘the Works’).
(a) The scope primarily involves the supply, construction, testing, and commissioning of specific transmission lines (TL) by Bhutan Power Corporation Limited. The specific transmission lines included are:
(b)The project duration will be Package I – Khorlochu to Durungri: fourty-one (41) months & Package II – Durungri to Goling: thirty-six (36) months from the commencement of works. Any consequential damages thereafter shall be imposed as per the contract provisions.
(c) Prospective bidders must sign and submit the Integrity Pact provided in the Bidding Document.
(d) Bidders interested in participating in the tender are required to register on the Ariba e-Procurement system for bidding purposes. Registration on the platform is mandatory to access the bidding documents and submit bids electronically. Detailed step-by-step instructions for registration are provided in the user manual, which is available on the Bhutan Power Corporation (BPC) website under the Downloads section of the Customer Service tab. Interested bidders are advised to review the manual carefully and complete the registration process well in advance to avoid any technical issues during bid submission.
(e) Bids complete in all respects, along with the duly signed Integrity Pact, shall be submitted in the ariba system on or before 1400 hours (Bhutan Standard Time) on June 11, 2026. The bids shall be opened on the same day on 1430 hours (Bhutan Standard Time) via Ariba E-Procurement system. The opening report shall be sent to all the Bidders for information on the same day of opening in Ariba system.
(f) Before the bid submission, bidders must become fully conversant with the complete bid specifications and the Project Sites. To this end, a site visit of all interested bidders is scheduled on May 18, 2026 at 9:00 am onwards (BST). Following the site visit, a pre-bid conference will be held on May 20, 2026 at 10:00 am (BST) onwards at BPC, Head Office, Thimphu, Bhutan.
