Bhutan Power Corporation Limited (BPC) was formed as an offshoot of the erstwhile Department of Power, the then Ministry of Trade and Industry and was launched as Public Utility Company on 1st July 2002 with an objective that the corporatization of the utility functions would lead to greater efficiency and better delivery of electricity supply services in the power sector.
Later, the Ownership was transferred to Druk Holding and Investment Limited (DHI), the commercial arm of the Royal Government of Bhutan, established in 2007 upon issuance of Royal Charter in 2007 “to hold and manage the existing and future investments of the Royal Government for the long term benefit of the people of Bhutan”
Bhutan Power Corporation Limited (BPC) successfully hosted a two-day Biodiversity Workshop from 20–21 July 2026 at Hotel Ariya, Thimphu, bringing together professionals from the energy and conservation sectors to strengthen knowledge and capacity on biodiversity management in infrastructure development.
The workshop was funded by the Asian Development Bank (ADB) as part of the Technical Assistance (TA) for the Sector Loan on Distributed Solar Projects in Bhutan, reflecting the importance of integrating biodiversity considerations into the planning and implementation of sustainable energy infrastructure.
The workshop was officially inaugurated by Mr. Sangay Tenzin, Director, Construction & Procurement Department, BPC, who highlighted the need to ensure that Bhutan’s development aspirations continue to be balanced with the conservation of its unique natural heritage.
The workshop brought together participants from BPC, Druk Green Power Corporation Limited (DGPC), the Department of Forests and Park Services (DoFPS), and the Royal Society for Protection of Nature (RSPN), providing a valuable platform for collaboration, knowledge exchange, and technical learning.
The technical sessions were facilitated by Mr. Tom MacArthur, Biodiversity Expert working with the ADB, who guided participants through the principles and practical application of ADB’s Environmental and Social Standard 6 (ESS6) on Biodiversity Conservation and Sustainable Management of Living Natural Resources. Through technical presentations and interactive group exercises, participants explored international good practices for biodiversity risk assessment, application of the mitigation hierarchy, critical habitat management, and biodiversity offsets in infrastructure projects.
As Bhutan continues to expand its renewable energy and power infrastructure, strengthening institutional capacity on biodiversity management is essential to delivering projects that are environmentally responsible, socially sustainable, and aligned with international good practice.
