Bhutan Power Corporation Limited (BPC) is pleased to invite Single Stage two envelope-sealed bids from eligible contractors for the ” Upgradation of 132kV Gelephu AIS (2X25 MVA) Substation to 132/33 kV, 2X100 MVA GIS Substation, Gelephu, Sarpang” as defined in the bidding document (hereinafter referred to as the Works).
a. Bhutan Power Corporation Limited (BPC) plans to convert existing 132/33/11 kV AIS substation at Gelephu to 132/33kV GIS including upgradation of existing 132/33 kV, 2×25 MVA to 2×100 MVA. However, existing 33kV GIS and 11kV Panel shall remain as it is and operational. This upgrade will meet the future power demand of the Gelephu Mindfulness City (GMC) area and ensure a more reliable electricity supply for Gelephu and the connected network.
b. The Scope of Work covers the following:
a) Transformers (i) 2×100 MVA (Three phase), 132/33 kV Power Transformers.
b)132 kV GIS (Two Main Bus Scheme) complete in all respects as per SLD.
c) 33 kV Indoor GIS substation Single Bus Scheme with Bus Coupler complete in all respects as per SLD.

c. The prospective bidders will be required to sign and submit the Integrity Pact provided in the Bidding Document.
d. Bids complete in all respects, along with the duly signed Integrity Pact and Bid form, may be submitted through Ariba e-procurement on or before 1400 hours on August 4, 2026, and the Bids shall be opened on the same day at 1430 hours.
e. Before the bid submission, bidders must make themselves fully conversant with the complete bid specifications and the Project Sites. Towards this, a site visit of all interested bidders is scheduled on July 16, 2026, and following the site visit, a pre-bid conference on July 17, 2026, will be held at Jigmeling, Bhutan.

The CSP embraces the outcomes of situational analysis, alignment with national economic development programs and priorities, global benchmarking, and a Balanced Scorecard framework approach.

The efficient operation and management of power supply shall be taken up by the subsidiary company.
