Bhutan Power Corporation Limited (BPC) is pleased to invite bids from eligible Small Class (W4) Contractors for the work “Labour Contract of DEPOSIT WORKS, 2025 under Mongar Dzongkhag”, as defined in the bidding document.

The prospective bidders must sign and submit the Integrity Pact and Bid submission form provided in the Bidding Document, and a scanned copy of the Bid Security as stipulated in the Bid Document in Ariba e-procurement. The original copy of the Bid Security shall be submitted to any BPC offices before the Bid opening.

Bids complete in all respects, along with the duly signed Integrity Pact and Bid form, may be submitted through Ariba e-procurement on or before 1400 hours on September 11, 2025, and the Bids shall be opened on the same day at 1430 hours.

BPC reserves the right to reject or accept the Bids or annul the bidding process without assigning any reason.

BPC is seeking a qualified and experienced Bhutanese candidate for the position of Director, Corporate Services Department.

Position Overview: The Director of the Corporate Services Department is responsible for the planning, implementation, and monitoring of all activities within the Finance & Accounts Division and Support Services Division.

Key Responsibilities Include:

  1. Oversee the support functions of the company and support the other departments in delivering electricity services to the customers.
  2. Provide strategic directions to the Finance Divisions in all financial and accounting matters of the company.
  3. Responsible for HR management and administration, employee relations, and ensuring positive and corporate work culture.
  4. Strategic directions to ICT Section in innovation and digitalization of IT systems.
  5. Provide strategic and financial guidance ensuring all legal and regulatory compliances for accounting and financial reporting functions (BAS) for sound financial management and control of the company’s business.
  6. Maximize the returns on the regulated business of the utility and its assets by establishing and operating intelligent investment management, financial & treasury policies, procedures, internal control mechanisms and reporting systems.
  7. Guide the financial decisions of the company and maximizes return and limiting risk on cash by ensuring optimal cash balances and investment decisions.
  8. Strategize and ensure companywide standards in optimal and scientific budgetary systems and its operation.
  9. Coordinate and be a core member of committees/responsibilities on power tariff formulation, corporate strategic plan and business development & diversification with relevant departments and divisions.
  10. Recognize, nurture and develop human resources potentials and capacities and ensure critical mass of expertise in financial management, succession planning at various levels and creating a creative and innovative work culture.
  11. Restructure and reassign optimal human resources.
  12. Keep up-to-date on electrical utility business and information technology affecting functional area(s) to increase innovation and ensure compliance.
  13. Any other tasks as assigned by the CEO and the Board.

Education and Experience Criteria

  • Education: A minimum of a Bachelor’s degree with a Master’s degree (MCom/CA/CPA/MBA/ACCA /CIMA or equivalent) from a recognized institute.
  • Experience: A minimum of 15 years of working experience (including a maximum of 18 months of study leave). The candidate must have held a minimum of a General Manager or equivalent grade in the Corporate or Private Sector, or P1 in the Civil Service.

Pay and Allowances

  • Employment Type: Contract for an initial period of three years, with the possibility of extension based on performance and need.
  • BPC Grade: A.
  • Monthly Basic Pay: Nu. 76,500/-.
  • Contract Allowance: 80% of the Basic Pay.
  • Fixed Allowance: Nu. 45,900/-, equivalent to 60% of the minimum basic pay.
  • Performance-Based Variable Payout:36.67% of the annual basic pay.
  • Other Benefits: As per BPC SRR.

The submission deadline for the Tender No. BPC/C&PD/CMS/TENDER-2025/32 (Construction of G+2 Office Building at Dekiling, Bumthang) is extended till 1400 hours, August 28, 2025. The Bids shall be opened at 1430 hours on the same date.

All other terms and conditions specified in the bidding documents shall remain unchanged.
