Industrial Power Supply at Norbugang Industrial Park, Samtse
Bhutan Power Corporation Limited (BPC) was directed by the Royal Government of Bhutan to initiate the construction work for power supply arrangement at Norbugang Industrial Park, at Samtse to relocate the Industries from the Jigmeling Industrial Park, Gelephu.
Accordingly, a 400/220/66/kV GIS substation is being constructed to supply 300 MW power at Norbugang by June 2025. The commissioning of the power supply works at various voltage levels are scheduled in a phased manner.
The completion of the first phase of the Norbugang Industrial Park power supply was marked with the successful commissioning of 66 kV Gas Insulated Substation on 28th September 2024. The Secretary, MoENR inaugurated the commissioning.
The commissioning of the 66 kV GIS ensures timely power supply arrangements for the upcoming industries in the Norbugang Industrial Park. With the charging of the 66 kV system, 30 MVA power is now operational to provide a reliable power supply to the industries.
In the next phase, the 220 kV power system is scheduled to be completed by December 2024 and in the final phase, the 400 kV systems will be commissioned by March 2025. BPC is expeditiously carrying out the power infrastructure development and the project has been scaled to address the urgent demands of power for Norbugang Industrial Park. Based on the progress of the work achieved, thus far, the system will be commissioned at full capacity by June 2025.
This accomplishment reflects the steadfast approach of the BPC and associated contractors to ensure timely power supply in line with the planned industrial development. The major contractors involved are, M/s. Siemens Limited, India for the Design, Supply, and Construction of the 400/220/66/33 kV GIS; M/s. Kalpataru Projects International Limited for the Design, Supply and Construction of the 400 kV, 220 kV, and 66 kV double-circuit transmission lines; and M/s. Rigsar Construction Private Limited for the associated civil works at 400/220/66/33kV substation.
The power supply arrangement at the Norbugang Industrial Park is estimated to cost Nu 4.112 billion.

The selected candidates shall report to Bhutan Power Corporation Limited (BPC) Head Office, located at Yardhen Lam, Chubachhu, Thimphu on 30 August 2024 (Friday) at 9:30 AM for appointment and placement.

The Salang Tendrel (Ground-Breaking Ceremony) for the construction of 132 kV GIS at Panbang under Zhemgang Dzongkhag was held on 26th August 2024.
The Salang Tendrel was graced by the Honorable Speaker of the National Assembly along with oficials from Zhemgang Dzongkhag, BPC and International Finance Corporation .
The 132 kV GIS is a pivotal project aimed at enhancing the reliability of power supply in Zhemgang and surrounding districts, including Bumthang, Trongsa, and Gelephu. The project, with an estimated cost of Nu. 413.16 million, is scheduled to be completed within 15 months.
Currently, Panbang Dungkhag is served by two power supply sources: one from the Tingtibi-Gomphu feeder and the other from the Nganglam substation. Both lines, originally constructed under the Rural Electrification Project, traverse through dense forests and challenging terrains over long distances. These factors, coupled with adverse weather conditions such as heavy rainfall, lightning, windstorms, landslides, falling boulders, and vegetation growth, have led to frequent power outages and disruptions.
The construction of the 132 kV GIS in Panbang is a crucial step towards alleviating these challenges, and will significantly improve the reliability of the power supply for the region’s residents and businesses, and reinforcing BPC’s commitment to providing dependable electricity services.
International Finance Corporation have agreed to finance the project.
