Bhutan Power Corporation Limited (BPC) has awarded contracts for the Supply, Construction, Testing and Commissioning of major transmission line projects under its transmission network development program.

1. Gamri II–Khorlochu, Tshephu–Gamri II and Gamri I–Gamri II Transmission Lines

The contract for the Supply, Construction, Testing and Commissioning of one 400 kV D/C Transmission Line from Gamri II to Khorlochu (Twin Moose), one 220 kV D/C Transmission Line from Tshephu to Gamri II, and one 220 kV S/C Transmission Line from Gamri I to Gamri II was awarded to M/s. Shyama Power India Limited–Vajra Builders Pvt. Ltd. JV on 24 September 2026.

The contract value is Nu. 2,146 million, with a completion period of 32 months.

2. Khorlochu–Durungri Transmission Line

The contract for the Supply, Construction, Testing and Commissioning of the Khorlochu–Durungri Transmission Line (1×400 kV D/C ACSR Twin Moose) was awarded to M/s. Kalpataru Projects International Limited on 24 September 2026.

The contract value is Nu. 4,392 million, with a completion period of 41 months.

3. Durungri–Goling Transmission Line

The contract for the Supply, Construction, Testing and Commissioning of the Durungri–Goling Transmission Line (1×400 kV D/C ACSR Twin Moose) was awarded to M/s. KEC International Limited on 30 September 2026.

The contract value is Nu. 3,591 million, with a completion period of 36 months.

These transmission projects represent an important step in strengthening Bhutan’s high-voltage transmission network. In addition to enhancing the reliability and capacity of the national transmission system, the new transmission infrastructure will support the evacuation of power from major hydropower projects in eastern Bhutan, enabling the efficient transfer of generated power to the national grid and supporting the country’s growing electricity demand and export potential.

Ms. Tila Rupa holds a Master of Business Administration (MBA) and brings over 14 years of dedicated service and deep institutional knowledge to this executive leadership role. Prior to this appointment, she served as the Manager of the Corporate Accounts Section under Finance & Accounts Division, Corporate Services Department.

Bhutan Power Corporation Limited (BPC) successfully hosted a two-day Biodiversity Workshop from 20–21 July 2026 at Hotel Ariya, Thimphu, bringing together professionals from the energy and conservation sectors to strengthen knowledge and capacity on biodiversity management in infrastructure development.

The workshop was funded by the Asian Development Bank (ADB) as part of the Technical Assistance (TA) for the Sector Loan on Distributed Solar Projects in Bhutan, reflecting the importance of integrating biodiversity considerations into the planning and implementation of sustainable energy infrastructure.

The workshop was officially inaugurated by Mr. Sangay Tenzin, Director, Construction & Procurement Department, BPC, who highlighted the need to ensure that Bhutan’s development aspirations continue to be balanced with the conservation of its unique natural heritage.

The workshop brought together participants from BPC, Druk Green Power Corporation Limited (DGPC), the Department of Forests and Park Services (DoFPS), and the Royal Society for Protection of Nature (RSPN), providing a valuable platform for collaboration, knowledge exchange, and technical learning.

The technical sessions were facilitated by Mr. Tom MacArthur, Biodiversity Expert working with the ADB, who guided participants through the principles and practical application of ADB’s Environmental and Social Standard 6 (ESS6) on Biodiversity Conservation and Sustainable Management of Living Natural Resources. Through technical presentations and interactive group exercises, participants explored international good practices for biodiversity risk assessment, application of the mitigation hierarchy, critical habitat management, and biodiversity offsets in infrastructure projects.

As Bhutan continues to expand its renewable energy and power infrastructure, strengthening institutional capacity on biodiversity management is essential to delivering projects that are environmentally responsible, socially sustainable, and aligned with international good practice.

BPC extends its sincere appreciation to the ADB for its continued support through the Technical Assistance programme, to Mr. Tom MacArthur for sharing his international expertise, and to all participating organizations for their active engagement and valuable contributions throughout the workshop.

Together, we are strengthening the knowledge, partnerships, and technical capacity needed to deliver infrastructure that powers Bhutan’s future while conserving its extraordinary biodiversity.

Coinciding with the 24^th BPC’s foundation day, the Corporate Strategic Plan 2026–2035 (CSP) of BPC was launched was launched jointly by Board Chairperson, BPC and Chairperson, DHI and was graced by His Excellency Lyonpo MoENR, Dasho Bharat Tamang, Dasho Chhewang Rinzin and other Board Directors.

The Corporate Strategic Plan 2026–2035 (CSP) outlines a transformative journey for BPC to evolve from a traditional grid operator into a modern, agile, and customer-centric energy enabler. The CSP embraces the outcomes of situational analysis, alignment with national economic development programs and priorities, global benchmarking, and a Balanced Scorecard framework approach.

The BPC shall be guided by five strategic pillars.

These pillars will guide BPC toward the destination and results over the next decade. Eighteen strategic objectives are derived across the four Balanced Scorecard perspectives of Organizational Capacity, Internal Process, Customer, and Financial.  These strategic objectives are backed by initiatives and results.

BPC and its employees shall uphold the Core Values of IMPACTS.

CSP will reinforce national transmission and distribution capacity, reliability & efficiency, assist in digital transformation, enhance customer services, transparency, and support financial sustainability and national goals. The successful implementation of the CSP will enable BPC to emerge as a trusted, reliable and financially resilient utility equipped to sustain the energy landscape of Bhutan.

The development of GMC as a Special Administrative Region under “One Country, Two Systems” will require BPC to prepare for an independent operation modality, asset segregation, and tailored tariff structures for this strategic vision and establish a subsidiary company. The efficient operation and management of power supply shall be taken up by the subsidiary company.

The Salang Tendrel Ceremony for the construction of the 132/33kV Indoor Gas-Insulated Substation located at Rewan, Mongar was performed yesterday.

This is to seek blessings for the smooth commencement and successful completion of the project in accordance with traditional customs to invoke good fortune, remove obstacles, and ensure safety and prosperity throughout the project duration.

The Project Information Board was also inaugurated to marks the formal commencement of the project and signifies the commitment of all stakeholders towards timely and successful implementation.

The ceremony was graced by the Hon’ble Chief Executive Officer of Bhutan Power Corporation Limited, officials from the Tsakaling Gewog Administration, representatives from other agencies, and employees of the Bhutan Power Corporation Limited.

The construction of the substation is a vital infrastructure development aimed at strengthening the regional power network, improving system reliability, and meeting the growing electricity demand. The project reflects the government’s continued commitment to sustainable energy development and reliable power supply for the people.

The project is expected to significantly enhance the reliability, capacity, and quality of power supply in the region, while supporting socio-economic development and future load growth.
